Well, I mean they are two but actually one person, as Gin is Kage's true soul but was extracted from the body after his death and dragged to Hell to suffer for eternity _{actually it's not like he had committed any sin when he was alive but his decision and wish after his death was too much that caused him to pay a dire cost}
Really feel sorry for him Q________Q

And he and Kage have quite different personalities. While Kage is sadistic, rude and insane, Gin is very calm, kind and righteous when he was alive, but after his lover's death caused by him and the pain he had suffered for too long, he became null to the point he didn't care about anything else, even guilt and agony. In other words, his mind and heart had died in the living body.
